Advisory Design Panel
The Oak Bay Special Powers Act and Bylaw 3545 make provision for the Municipality to review all building plans in the Uplands for architectural design and site approval. Other commercial and multi-family properties in Oak Bay may also fall within a development permit area, where the Municipality may influence building design. And in some cases, registered covenants provide the Municipality with similar authority.
The Advisory Design Panel serves as an advisory body to Council to review the design merits of select development proposals and provide recommendations to staff for consideration in negotiating and processing development applications. The Panel also participates in the selection of the Allan Cassidy Recognition of Renovation and Building Achievement Awards.
The objectives of the Panel are:
- To review the design merits of select development proposals.
- To assist staff in establishing guidelines to ensure that the form and character of future development is of a high quality that meets the needs of the community.
- To recommend to Council, through the Allan Cassidy Recognition of Renovation and Building Achievement Awards, projects that have demonstrated innovation and high standards in urban and landscape design.
The Panel meets during office hours and deals directly with designers and applicants. More than one session with the Panel may be required before a set of plans has been refined to the point that the Panel is prepared to make a recommendation. An applicant will work with the Panel until the members make a recommendation. There may be situations where the applicant is not prepared to make further changes and elects to proceed to Council (generally via Committee of the Whole) without a favourable recommendation from the Panel.
