Oak Bay Parks, Recreation and Culture Licensed Childcare offers:

  • Paddington Station – a Licensed 3-5-year-old, full-day Childcare Centre.
  • Two Licensed After-School Care programs, servicing Willows Elementary and Campus View Elementary.
  • One Licensed Before-School Care Program, servicing Willows Elementary.
  • Affordable childcare in alignment with the BC childcare benefit. 
  • Collaboration with Island Health’s Supported Child Development Program.
  • NLC (Paddington, Before and After School Care) is a $10 a Day ChildCareBC Centre

Paddington Station Licensed Childcare Centre

Paddington Station is a licensed full-day Childcare Centre for children aged three to five, located in a purpose-built space within the Neighbourhood Learning Centre. The program features a play-based learning philosophy and is led by nurturing, enthusiastic, and qualified early childhood educators. Paddington Station accommodates a maximum of 25 children, with a staff-to-child ratio of 1:8.

Program Hours:

Monday to Friday: 7:35 a.m. to 5:10 p.m.

Willows Elementary School – Before and After School Programs – 2025-2026 School Year

This program is only offered to Willows Elementary Students only.

The Before and After School Program is full, but the waitlist is open. To be added to the waitlist for the current school year until June 2026, contact Hayley Ogrodnick, Community Recreation Licensed Care Programmer, at HOgrodnick@oakbay.ca.

Please note that this does not count towards your currently registered status for the 2026-2027 school year.

Before and After Care Registration Information 2026/2027

Oak Bay Parks, Recreation and Culture Before and After School Care programs serving Willows Elementary School and Campus View Elementary School are full, and the waitlist is closed.

Staff will contact families if space becomes available. Oak Bay Parks, Recreation and Culture do not provide specific waitlist positions. Spaces are offered in the order by which they are received.

Before + After School Program Registration FAQ

Q: What steps does OBPRC take when reviewing applications and how are assigned days of care determined?

A: OBPRC program staff first review current registrants who are keeping the same number of care days, and these children are placed for care for the next school year.

Next, staff review all the changes requested, including adding or removing days of care. Once these adjustments are processed, OBPRC determines the remaining program capacity.

This available capacity is then used to determine:

  • Sibling placements, and then,
  • Spaces for Paddington Station Graduates entering Willows Elementary or Campus View Elementary.

Following this, staff then review program staff capacity and space available for new registrants.

Q: What factors determine how many spots are available in the program?

A: Space capacity in the Before + After School Care Program is determined by the licensed capacity of each program space as well as staff availability and staffing ratios. These factors ensure that OBPRC can offer a safe, well‑supervised program that meets all required licensing regulations.

Q: What happens if I do not get the days of care I requested for my child?

A: If you do not receive all the days of care you requested, your child will be placed on the waitlist for those specific days. As spaces become available, either through program withdrawals, changes in enrollment, or increased staffing capacity, staff will contact you to offer additional days of care.

Q: How long is the waitlist? Can I know what spot my child is on the waitlist?
A:
The length of the waitlist varies by year. At times, the waitlist may temporarily close due to high application volume. Oak Bay Parks, Recreation and Culture do not provide specific waitlist positions.

Q: Are there other options for Before and After School Care servicing Willows Elementary or Campus View Elementary?

A: Yes. Visit the Child Care on School Grounds – The Greater Victoria School District No. 61 for additional childcare options. Families may also consider hiring a private childminding service as an alternative.

Q: Are siblings automatically entered into the program?

A: No, siblings are not automatically entered into the program. After staff review current registrants and process any changes, such as adding or removing days, remaining spaces are assessed. Available spots for siblings are then determined based on that updated capacity.

The Affordable Childcare Benefit

Children who are registered in Oak Bay Parks, Recreation, and Culture’s Licensed Childcare Programs may be eligible for subsidized childcare through the Provincial Government.

How to Register for Child Care Benefit

After enrolling in a Licensed Childcare Program, families can reach out to the Accounts Department for assistance with completing the Child Care Arrangement Form (CF2798) provided by the Provincial Government. Contact the Accounts department at 250-370-7125 or email AccountsPRC@oakbay.ca.

Please note: Families are responsible for payment of the full fee amount until Oak Bay Parks, Recreation, and Culture receives the approval letter in the mail from the Provincial Government. Due to processing time, this letter is often not received until after the child has started care. Once the approval letter has been received, families will be refunded the designated amount.

Supported Child Development

Through Island Health, the Supported Child Development (SCD) Program offers services to families whose children may require additional support to be fully included in their childcare setting Working with families and childcare providers, the Supported Child Development Program provides consultation, staffing support and training.

Oak Bay Parks, Recreation and Culture partners with the Supported Child Development to provide in-house Inclusion Instructors to support children who are eligible for funding and are registered in programs such as Daycare, Before +After School Care, and Camps.
