Oak Bay Licensed Childcare Options.

Whether you are interested in full-day daycare, or out-of-school care, there are options for everyone.

Oak Bay Parks, Recreation and Culture Licensed Childcare offers:

  • Paddington Station – a Licensed 3-5-year-old, full-day daycare.
  • Two Licensed After-School Care programs, servicing Willows Elementary and Campus View Elementary.
  • One Licensed Before-School Care Program, servicing Willows Elementary.
  • Affordable childcare in alignment with the BC childcare benefit. 
  • Collaboration with Island Health’s Supported Child Development Program.
  • NLC (Paddington, Before and After School Care) is a $10 a Day ChildCareBC Centre

Online Registration Process

The application process will remain online for the Oak Bay Parks, Recreation and Culture Before and After School Care programs servicing Willows Elementary School and Campus View Elementary School for the 2026/27 school year. This update aims to streamline the process and make it more convenient for families.

Applications for the 2026-27 school year will be accepted online only through the Licensed Childcare page on the website.

Application Dates:

  1. Current Registrants – Applications will be accepted online between Wednesday, February 25 until Wednesday, March 11, 2026.
  2. Siblings of Current Registrants, and Paddington Station Applicants – Applications will be accepted online between Thursday, February 26, 2026 until March 12, 2026.

Applications submitted after the deadline will be considered as “New Registrants”. All applications must be completed to be accepted.

Current Registrant Application Processing Order

Applications will be processed on a first-come, first-served basis in the following order:

  1. Current Registrants as of December 31, 2025 without changes.
  2. Current Registrants as of December 31, 2025 requesting additional days/changes.
  3. Siblings of Current Registrants as of December 31, 2025.
  4. 2025/2026 Paddington Station Daycare Graduates entering Kindergarten at Willows or Campus View Elementary Schools.

Information for new registrants of the Neighbourhood Learning Centre and Henderson Recreation Centre out-of-school care programs will become available in May 2026.

Paddington Station Licensed Daycare

Paddington Station Daycare is a licensed full-day daycare for children aged three to five, located in a purpose-built space within the Neighbourhood Learning Centre. The program features a play-based learning philosophy and is led by nurturing, enthusiastic, and qualified early childhood educators. Paddington Station accommodates a maximum of 25 children, with a staff-to-child ratio of 1:8.

Program Hours:

Monday to Friday: 7:35 a.m. to 5:10 p.m.

How to Register

This program is full, but registration is ongoing with a waitlist. To register or be added to the waitlist, contact Paddington Station by emailing Paddington Station.

The Affordable Childcare Benefit

Children who are registered in Oak Bay Parks, Recreation, and Culture’s Licensed Childcare Programs may be eligible for subsidized childcare through the Provincial Government.

How to Register for Child Care Benefit

After enrolling in a Licensed Childcare Program, families can reach out to the Accounts Department for assistance with completing the Child Care Arrangement Form (CF2798) provided by the Provincial Government. Contact the Accounts department at 250-370-7125 or email AccountsPRC@oakbay.ca.

Please note: Families are responsible for payment of the full fee amount until Oak Bay Parks, Recreation, and Culture receives the approval letter in the mail from the Provincial Government. Due to processing time, this letter is often not received until after the child has started care. Once the approval letter has been received, families will be refunded the designated amount.

Supported Child Development

Through Island Health, the Supported Child Development (SCD) Program offers services to families whose children may require additional support to be fully included in their childcare setting Working with families and childcare providers, the Supported Child Development Program provides consultation, staffing support and training.

Oak Bay Parks, Recreation and Culture partners with the Supported Child Development to provide in-house Inclusion Instructors to support children who are eligible for funding and are registered in programs such as Daycare, Before +After School Care, and Camps.
