The Estevan Utilities Project will see the replacement of water and storm main alongside sanitary sewer. It will also include the construction of an outfall at Willows Beach.
Phase One of the project was completed in early 2026. The work completed included:
- Estevan from Willows Beach to Heron
- Lincoln Road from Estevan to Burdick
- Willows Beach Outfall
Staff continue planning regarding the finishing work on the seawall and walkway at Willows Beach, alongside planning and design for Phase Two (2027).

July 2026 | Phase Two Planned for 2027
Phase Two of the Estevan Utilities Project is planned for 2027. Staff are currently in the planning stage of the project, which will cover the following area:
- Estevan Ave. from Heron to Musgrave
- Musgrave St. from Estevan to Dufferin

Phase One Updates (2026)
April 10
Paving is complete for the Estevan Utilities Project. The finishing work on the seawall and sidewalk at Willows Beach (foot of Estevan) is anticipated for this Summer.
April 7
The final paving for Phase One of the Estevan Utilities Project is taking place the week of April 7, with the final day of paving scheduled for Thursday, April 9.
February 12
The final run of paving has been postponed for better weather. An update will be posted here once a new date is confirmed.
The final paving for Phase One of the Estevan Utilities Project is planned for the week of February 23. The paving will take place along Estevan, from Heron to the Willows Beach Esplanade.

Underground work for phase one of the Estevan Utilities Replacement Project is complete, with additional work on the retaining wall on Willows Beach anticipated for later in 2026.
Phase Two Detailed Design Work on Estevan – from Heron to Musgrave – will be presented to Council on Mon. Feb. 9. Construction is tentatively planned for later in 2026.
Phase One Updates (2025)
December 3
The first run of paving is complete, with the second and final lift of paving planned for early 2026 (weather permitting). A temporary retaining wall will be placed at the bottom of Estevan Ave. at Willows Beach, where the new outfall was completed.
November 17
Crews continue to make progress on connecting water services and the new water main.
- Tuesday, Nov. 18 | Crews will be working in the intersection of Beach and Estevan. Please note that traffic will be single lane alternating during work hours.
- Nov. 19-20 | Once work in the intersection is complete, crews will move to start connections on the Esplanade and Estevan Ave, towards Willows Beach.
October 8
Construction is still occurring near the Esplanade and on Estevan between Beach Drive and Esplanade.
Crews are working to clean up the road in anticipation of the Royal Victoria Marathon Kids Run and 5k. Please be sure to follow all posted signage and respect fencing blocking off construction.
September 4
Please note the following updates for the upcoming two weeks of work:
Week of September 8: Crews will be performing work at the intersection of Beach Drive and Estevan. Traffic will be single-lane alternating during construction hours, expect delays.
Week of September 15: Crews are planning to start placing pipes for the Willows Beach Outfall. Because of tides, work will start early in the morning. This could be as early as 4 a.m. We thank residents and community members for their patience, as work on Willows Beach approaches completion.
August 14
Crews will be resuming work on Willows Beach next week (Aug. 18-22). Please note that, on the Tuesday, there will be increased truck traffic to the construction site at the foot of Estevan Ave. Due to low tides, work may start earlier in the morning to accommodate workable tide levels.
Estevan between Beach Drive and Esplanade may be closed – local traffic only – during construction hours to ensure safety during excavation.
July 29
Work has begun on Lincoln Road, between Estevan and Burdick. The road will be closed with access for local traffic only. There will be no on-street parking during construction.
July 18
*Update, July 18 – Don Mann Excavating will begin work on Willows Beach on Tuesday, July 22. More details
This July, crews from Don Mann Excavating will begin construction of an outfall at Willows Beach at the end of Estevan Avenue. This work is part of the District of Oak Bay’s Estevan Utilities Project, which includes the replacement of storm, sewer and water mains along Estevan Avenue from Willows Beach to Heron Street, and Lincoln Road from Estevan to Burdick Avenue.
- During outfall construction, beachgoers will be detoured up to the Esplanade walkway. Outside of work hours, fencing and signage will ensure beachgoers keep a safe distance from work sites.
- Most planned construction will take place between 7:00 a.m. and 7:00 p.m. If work is required outside of these hours due to tides, crews will aim to minimize disruption to the public.
- Materials will begin to gather on-site in early July. While Willows Beach will remain open to the public, the District of Oak Bay asks beachgoers to respect materials and follow signage and fencing during construction.
July 7
Update (July 7) – Estevan Ave. will open to traffic outside of construction hours (7 a.m.-5 p.m.). However, the closure will remain while crews are working.
Please note that Estevan Ave. is closed between Beach Drive and Lincoln Rd. BC Transit busses have bee re-routed, please plan an alternate route.
April Update
Crews have worked their way across Beach Drive and are now installing the storm main on Estevan between Beach and Lincoln this week (April 4, 2025). They will continue to work in this area on the sanitary main next.
March Update
Starting tomorrow (Tuesday, March 11), crews will be locating utilities along Estevan between Esplanade and Beach Drive. Traffic disruption will be minimal, however, be prepared for single lane alternating traffic and use caution as crews work on the road.
Work will continue throughout the week as crews move along phase one of the project, along Estevan and Lincoln Road.
