The Blasting and Rock Breaking regulations help manage blasting and rock breaking activities by setting clear rules that protect neighbours, trees, and heritage buildings while still allowing necessary construction work to proceed safely.
What is Blasting and Rock Breaking?
The difference between the two involves whether explosives are used. Blasting uses explosives or chemicals to move or break rock, while rock breaking uses drilling or hydraulic breaking or splitting. Rock hammering, also known as “hoe-ramming,” uses a hyrdraulic hammer to break rock.
Do I Need a Permit?
Along with blasting, most rock breaking that exceeds 10 m³ generally requires a permit unless specifically exempted by the bylaw. Several documents are required such as proof of insurance and a letter of undertaking. Where blasting or rock breaking supports construction of a building or structure, a building permit must be obtained before a blasting or rock breaking permit can be issued.
