Location: Estevan Ave. (Heron to Musgrave) – Musgrave St. (Estevan to Dufferin)
Construction Timeline: TBD – Tentative timeline of four to six months and planned for 2027
Phase two will take place on Estevan Avenue from Heron to Musgrave, and Musgrave Street from Estevan to Dufferin. Consturction is tentatively planned for 2027. Phase One of the project was completed in early 2026. The work completed included:
- Estevan from Willows Beach to Heron
- Lincoln Road from Estevan to Burdick
- Willows Beach Outfall
Staff continue planning regarding the finishing work on the seawall and walkway at Willows Beach (phase one), alongside planning and design for Phase Two (2027).

July 2026 | Phase Two Planned for 2027
Phase Two of the Estevan Utilities Project is planned for 2027. Staff are currently in the planning stage of the project, which will cover the following area:
- Estevan Ave. from Heron to Musgrave
- Musgrave St. from Estevan to Dufferin
