Leisure Assistant Pass (LAP Pass)

Leisure Assistant Pass (LAP) is for people with disabilities, of all ages, who require the assistance of a support person when engaging in leisure activities. Presenting the LAP at any participating venue allows for one support person to receive free or discounted admission to assist with leisure activities. Passes are valid for a three-year term from the date of issue. Anyone, regardless of what municipality they live in, can apply for an LAP at Oak Bay Parks, Recreation & Culture. To do so, please visit Reception Services at 1975 Bee Street.

Additional Support for Campers – Summer Camps

Get ready for an amazing summer with Oak Bay Parks, Recreation & Culture (OBPRC)! The program team’s goal is to ensure campers feel welcome, safe, and supported. With the right additional support, campers with development delays, disabilities, and/or behavioural challenges can build confidence, make connections, and enjoy the many benefits of summer camps.

Supported Camper Applications – Important Dates:

  • Application Forms Available Online: Wednesday, March 25th, 2026.
  • Summer 2026 Active Living Guide Available: Wednesday, April 1st, 2026
  • Continuity of Care Applications Open: Monday, April 13th, 2026, beginning at 7:00am
  • General Supported Camper Applications Open: Tuesday, April 14th, 2026, beginning at 7:00am
  • Registration for OBPRC Summer Camps: Wednesday, April 15th, 2026

Thanks to the Spring and Summer Inclusion Grant from Island Health’s Supported Child Development Program, OBPRC hires Inclusion Instructors to support campers with development delays, disabilities, and/or behavioural challenges in summer camp.

Additional support includes modifications, accommodation, and individualized or small-group assistance in camps. This may include support with self-regulation, transitions, adapted equipment, and/or other tools and strategies. Campers must be able to participate in the full group program. Individualized schedules, one-on-one activities, or separate programming cannot be accommodated.

Campers who require additional support in camps must submit a designated Supported Camper application online prior to summer camp registration.

This updated process is designed to:

  • Give families the opportunity to share meaningful, detailed information so program staff can better understand and support each camper’s individual needs.
  • Reduce uncertainty for caregivers by having program staff register supported campers directly into their requested camps.
  • Ensure inclusion resources are allocated thoughtfully and equitably, helping as many campers as possible benefit from additional support resources and enhanced ratios.
  • Provide a clear and streamlined approach that reduces stress for families, particularly those registering more than one child in Summer Camps.

Support Availability:

The availability of additional support relies on funding from the Spring & Summer Inclusion Grant from Island Health. Additional support is allocated on a first‑come, first‑served basis.

To foster continuity of care and strong relationships between campers and their Inclusion Instructors, priority is given to campers currently enrolled in OBPRC Licensed Care Programs: NLC Before School Care, NLC After School Care, or Henderson After School Care.

Funding is limited; each camper may receive up to the following supported weeks each summer:

  • Continuity of Care Campers (Campers currently enrolled in OBPRC Licensed Care)
    • May receive up to 4 weeks of support

  • General Supported Campers (All other supported campers)
    • May receive up to 2 weeks of support
  • Supported camper applications are accepted 1-2 days before general camp registration to reduce stress for families.
  • Applications and supporting documents will be available online on this webpage.
  • Applications must be submitted through a Simple Survey online portal.  A link to the portal will be available on the webpage.   
  • The program team will review applications and register supported campers into their requested camps.
    • Submitting an application and all required documents does not guarantee that campers will receive additional support in camps.
    • The level of support provided (E.g. 1:1, shared support, or small group) is based on the staff and funding available, as well as the needs of the campers. Inclusion Instructors are not guaranteed.
    • Additional Support is allotted on a first-come, first-served basis, regardless of support needs.
    • All campers requiring additional support must complete a Supported Camper Application.  
    • Additional support cannot be provided until a Supported Camper Application has been submitted and approved.

  • Supported Camper & Caregiver Information Form
  • Supported Camper Registration Request Form
  • Permissions/Acknowledgement Form
  • Preauthorized Payment Form

Incomplete applications will not be processed.

Required forms will be available on this webpage as of Wednesday, March 25th, 2026. Caregivers are encouraged to complete the required forms ahead of the application date to ensure a quick application process.

Please note: Caregivers are responsible for sharing all relevant information about their camper’s needs, including health, behaviour, and safety considerations. In the event of behaviours that pose a risk to the safety and wellbeing of the camper, the participants, the public, or the property, immediate removal from the program may be required.

Support and Inclusion for Children in Licensed Care Programs

Through Island Health, the Supported Child Development Program offers services to those families whose children may require additional support in order to be fully included in their childcare setting. Working with families, the Supported Child Development Program provides consultation, extra staffing supports and staff training to childcare providers. “Oak Bay Parks, Recreation, and Culture partners with Island Health and the Supported Child Development Program to provide in-house Inclusion Instructors to provide additional support to children are eligible for funding and are registered in one of the following Licensed Care Programs: Paddington Station Daycare, Before School Care, After School Care.

Accessible Facilities

Lifetime Networks (Summer Camp Only)

Lifetime Networks is a continuation of Recreation Integration Victoria’s (RIV) Summer Inclusion Services. This program runs July and August only.

Funding for a one-to-one Inclusion Facilitator for children/youth with a diversability is provided, at no cost to the family, for the camp of their choice.

Pass Option for those Outside of the Greater Victoria Region

For those living outside of the Greater Victoria region, an alternative to the Leisure Assistant Pass is the Access 2 Card. The national wide Access 2 Card program helps to ensure that entertainment, cultural and recreational opportunities are more available and accessible to all.
