We’re undertaking critical infrastructure improvements along McNeill Avenue including upgrades to underground utilities, improvements to roadways, pedestrian and cyclist safety. The work will include:
- Installation of new underground storm
- Road reconstruction and surface restoration
- Improvements to pedestrian and cycling infrastructure

Project Updates
July 30 | Contract Awarded
On Monday, July 28, Oak Bay Council awarded the contract for the McNeill Utility Replacement and Traffic Calming Project to C-1 Contractors Ltd.
Staff will now work with C-1 Contractors leading up to the anticipated beginning of construction in late-August.
July 2025 | Bid for Contractor Underway
Detailed design is complete and the construction phase of this project is anticipated to begin in August 2025, following contractor procurement through a competitive bidding process. The Invitation to Tender has been posted to BC Bid and the project is scheduled to be awarded in July.
Completion of this project is anticipated for Summer 2026, depending on the contractor’s work schedule.
Traffic Impacts
- Traffic impacts will be provided when a contractor is selected and they provide a traffic management plan for the project
- Local access will be maintained throughout the project and residents will be notified of any disruptions
