Located on the traditional, ancestral and unceded territory of the ləkʷəŋən Peoples, notably the Songhees and Esquimalt Nations, the District of Oak Bay is committed to recognizing and celebrating their historic and ongoing connection to these lands and waters.

The District of Oak Bay is a picturesque seaside community located within the Greater Victoria Region, with a population of +18,000. The flow of clean water and the integrity of our wastewater systems is the result of meticulous planning and expert oversight. As the new General Foreman – Water and Wastewater Operations, you will be responsible for a team that maintains these critical systems, from calculating chlorine doses for disinfection to coordinating complex uni-directional flushing programs. This is a leadership role that requires a combination of technical knowledge, organizational skill, and the ability to accurately estimate and coordinate labor and materials. If you have a deep understanding of Public Works and are ready to tackle the challenges of managing large-scale utility operations, we want to hear from you!

Reporting to the Superintendent of Public Works, the General Foreman – Water and Wastewater Operations leads and is accountable for water and wastewater operations and maintenance, which involves supervising and/or participating in the responsible and professional delivery of a full-range of municipal works and programs including, but not limited to, water distribution system maintenance, wastewater collection system maintenance and storm sewer maintenance. This work is sometimes completed by directing a subordinate or crews of various workers who are engaged in maintenance and construction projects of varying complexity. The work of this class is distinguished from that of Foreman by the degree of involvement in the overall planning and coordination of all aspects of the project, by the delegation of responsibility through subordinates, the broad range of maintenance work that may be assigned, and the complexity of individual maintenance and construction projects.

Our ideal candidate has graduated secondary school, supplemented by related technical training or equivalent broad Public Works experience, experience in implementing maintenance plans, directing the work of crews in a Public Works environment, and extensive experience with all facets of Public Works maintenance and construction. Also required are an appropriate and valid BC Driver’s License, Water Distribution Level II Certification, Wastewater Collection Level I Certification, and Utility Locator Specialist BC Certification. This position is represented by CUPE Local 374.

In order to be considered for this position, a candidate must possess all the required qualifications. Internal candidates who do not have all required qualifications will only be considered if they are registered to write the exam before the position’s anticipated start date of September 8, 2025, and are asked to indicate on their cover letter when the exam will take place.

Shortlisted applicants may be required to undergo a verification of their skills by completing writing, computer and/or skill testing assessments. This posting may be used to establish an eligibility list should a General Foreman position become vacant in the next month.

In addition to a competitive salary, we offer a supportive and collaborative work environment, continued career and professional development opportunities, employee engagement events and work-life balance. An employer of choice, the District of Oak Bay is committed to fostering a culture of empowerment, accountability, and teamwork.

If your qualifications and experience align with our needs, we want to hear from you! Please apply in confidence by 4:30 p.m. on August 29, 2025, with a resume and cover letter to:

We thank all applicants for their interest; however, only those selected for further consideration will be contacted. If you have been shortlisted and require accommodation throughout the hiring process, we would be pleased to discuss how to best accommodate your needs.
