McNeill Avenue Utilities and Traffic Calming Work Begins October 1

Oak Bay, B.C. – Construction will begin Wednesday, October 1 to replace underground utilities along McNeill Avenue in Oak Bay, stretching from Foul Bay Road to Transit Avenue.  

The McNeill Avenue Utility Replacement and Traffic Calming project will involve replacing 1,250 metres of water main, 124 metres of sanitary sewer and 122 metres of storm main along McNeill Avenue. Following the replacement of underground utilities, improvements will be made to pedestrian and cycling infrastructure on McNeill.

“This project emphasizes a full-corridor approach, where we’re both replacing the underground utilities followed by improving pedestrian and cycling infrastructure,” said Steve Rennick, Director of Engineering and Public Works for the District of Oak Bay. “McNeill Avenue is a vital corridor in South Oak Bay, and these upgrades ensure the community’s needs are being met.”

The contract was awarded to C-1 contractors at the Monday, July 28 Oak Bay Council meeting. Crews from C-1 Contractors will begin work on McNeill Ave. on Wednesday, October 1. Crews will begin on the Transit Ave. side of McNeill.

“Alongside important upgrades to our underground utilities, traffic calming improvements along McNeill will help improve pedestrian, neighbourhood and cyclist safety while providing critical access to areas like Oak Bay Village and Windsor Park,” said Rennick.

The pedestrian and cycling infrastructure improvements continue to build upon Oak Bay’s Active Transportation Plan. The improvements include pavement markings (sharrows) to improve cycling safety, raised crosswalks, bump-outs and more.

Crews will maintain resident, emergency and waste removal service access during the project. Planned impacts to street parking, closures and detours will be shared with affected residents. This project is anticipated to be complete in Summer 2026.
