Project Updates
August 19 | Speed Humps
Paving is complete on Florence Street, and speed humps will be installed this Friday (August 22).
Following this work, the contractor will clean up and the remaining work will be irrigation and water meter installs by Oak Bay Public Works.
August 8 | Updated Paving Schedule
Final paving for Florence Street is scheduled for Tuesday, August 12 and Wednesday, August 13. Crews will begin preparation on Friday, August 8.
We ask residents to avoid parking their cars on the road during scheduled paving days so crews have full access.
Cleanup and irrigation work will follow paving as the project nears completion.
Active Transportation Improvements
As part of the newly approved Henderson–Haultain Bike Network (approved July 28 by Oak Bay Council), speed humps will be installed on Florence Street between Haultain and Cadboro Bay. These will be added during next week’s paving.
August | Temporary Traffic Signals (Cadboro Bay Road and Florence)
Due to ongoing construction on Florence Street, the traffic signals at the intersection of Cadboro Bay Road and Florence Street are temporarily operating on fixed timing rather than vehicle actuation. As a result, the signals may not respond to real-time traffic demand — for example, the light may turn green even when no vehicles are present.
Paving on Florence Street is scheduled for the week of August 11th. Once paving is complete, the detector loops will be reinstated and the traffic signals will return to actuated operation.

July 30 | New Paving Schedule
Paving for Florence St. is now scheduled for August 11 and 12, weather dependant. A permanent repair of the irrigation system will then be completed, following paving.
At the recent Council Meeting on July 28, Council approved (as part of the Haultain-Estevan and Henderson Cycling Routes Projects) speed bumps for Florence Street. Staff are currently working to see if this will be included in the current contract or at a future date.

July 9 | Remaining Work
Water services are being connected to the new main, with completion expected by the end of the week.
- Week of July 14 - Sidewalk and driveway repairs
- Week of July 21 - Road paving and clean up
The project is anticipated to be complete around July 31.
January 21 | Cadboro Bay Road @ Bee Street
Starting Thursday, Jan. 23, crews on the Florence Street Infrastructure Project will be working in the intersection of Cabdoro Bay Rd. and Bee St. Please note the following impacts for your commute:
- The traffic light will be out during the duration of work (daytime hours)
- Traffic control crew will be on-site, working to maintain single-lane alternating traffic
- Please follow crews and signage
The disruption is expected to last a few days while crews work to cross the intersection on to Florence Street.
Traffic Impacts
- Periods of single-lane, alternating traffic at Cadboro Bay Rd. and Bee St.
- Florence St. will be closed to traffic during the project, with exceptions for residents and emergency vehicle access
- A section of angled street parking on Haultain St (in front of St. Patrick's Parish) will be used as a staging area during the project and unavailable to the public.
