About the Project

The District of Oak Bay is introducing active transportation improvements to Henderson and Haultain-Estevan Cycling Routes. These improvements will help make it easier for residents and visitors to travel to, through and from Oak Bay.Ā 

This work will include cycling and pedestrian infrastructure upgrades alongside approximately 100 metres of underground utility replacements. For community engagement history on this project, visit our Connect Oak Bay project page.

Project Updates

Crews will start construction on Tuesday, March 10. They will be working on Eastdowne Road from Fair to Haultain.

Traffic will be single-lane alternating as they start underground work on upgrading sewer and storm mains. Future plans for work at the intersection of Haultain and Eastdowne will include closing the intersection to local traffic only.

Pre-Construction work will begin on Monday Feb 23. The contractor (Erdem Excavating) will be on site doing layout and moving equipment onto the site. The equipment laydown location will be at Carnarvon Park to limit disruption to the neighbourhood.

The laydown site at Carnarvon will include trailers, equipment and materials for the project and will be fenced off.

Construction Underway this March

Construction will begin the week of Tuesday, March 10. Crews will begin work on the undergound portion of the project at Eastdowne Road at Haultain Street. Road closures and detours are to be expected during the project to ensure a safe environment for workers.Ā 

The construction tender has been approved and awarded to Erdem Excavating. Construction is anticipated to begin in February 2026 and take place until Summer 2026.

What work is being done?
The project includes roadway improvements such as speed humps, crosswalk improvements and installations, speed limit reductions, sidewalk upgrades, and safety enhancements alongside storm and sewer main replacements.

Will these projects impact parking?
There will be some permanent parking restrictions at some crosswalks and at Haultain and Eastdowne to facilitate the installation of the roundabout.

A total of 27 parking spaces are being removed.

How will these two routes connect to Victoria and Saanich?
These projects will connect to existing bike lanes on Foul Bay Road and Cadboro Bay Road and will provide a direct connection to the cycling route on Haultain Avenue, which extends to Victoria through Saanich.

What is a neighbourhood bikeway?
Neighbourhood bikeways include signs, pavement markings and traffic calming measures for speed management. Generally, bikeways have low motor vehicle volumes, where cyclists share the road with cars.

What are expected working hours?
Crews are expected to be on site between 7:30am to 5pm.

Will I have access to my property and driveway during construction?
Access for residents will be maintained whenever possible however, short-term interruptions may occur. Advance notice will be provided when possible.

How will this affect my commute?
Some road closures or detours may occur throughout construction to ensure the safety of workers. Expect delays and allow extra travel time. Please slow down, watch out for workers and equipment and follow all posted signs and detours.

Will my utilities (water) be disrupted?
Utility interruptions are not expected, but if needed, residents will be notified in advance.

What should I expect during construction?
Construction can cause noise, vibrations, and dust which may cause discomfort for some people. The contractor will be doing all they can to limit disruptions and use dust control measures however, some is unavoidable.

How will construction impact parking?
Some parking restrictions during construction will be implemented to ensure safe working conditions for the contractor. Many of these are temporary but, there are some restrictions around crosswalks and the Eastdowne at Haultain intersection which are permanent.

Will Emergency Services be impacted?
During the design of the projects we consulted with Fire and Police about potential impacts of the design and have ensured that Emergency Medical Services (EMS) is able to safely travel through the route. During construction, Fire, Police and EMS will have full access..Ā
