About Oak Bay

The municipality of Oak Bay, part of Greater Victoria, is located on the south eastern tip of Vancouver Island. Surrounded by beaches and parkland, its scenery includes splendid views across the Strait of Juan de Fuca and Salish Sea. Oak Bay is legendary for its fine domestic architecture, its picturesque gardens and for its "old world" atmosphere. This geologically fascinating area is also home to the unique and rare Garry Oak Meadow ecosystem. Our 18,000 residents have a deep attachment to our natural and built environment. We have a majority of the region's art galleries and many resident artists and arts enthusiasts. The Oak Bay Public Art program, ArtsAlive Oak Bay, with its Arts Laureate position, is an expression of our municipality's support for a flourishing arts environment for the economic, social and personal benefit of our entire community.

About ArtsAlive Oak Bay

ArtsAlive is Oak Bay Parks, Recreation and Culture’s annual public art program. Sculptures are selected by a peer jury to be displayed for up to a year at outdoor sites in our municipality. They are on temporary loan by the artists who are sponsored by a local business or community group. 

Oak Bay Parks, Recreation, and Culture has installed outdoor sculptures in a variety of locations around Oak Bay — from stylized realistic pieces to the purely abstract, in various media including static and kinetic sculpture. They have been greatly appreciated for their artistic merit and have challenged viewers to pause and reflect about living in this special seaside community, proud of its distinct heritage even as it contemplates its future as a vibrant place to live and work. The permanent sculptures frame views, animate parks, streetscapes and viewpoints.

Now in its seventh year of development, the Oak Bay Public Art program, ArtsAlive, is an expression of our municipality's support for a flourishing arts environment for the economic, social, and personal benefit of our entire community.

Theme for 2022


What connects us to other people?  Who becomes a part of the social webs that we weave?  Whether by family ties, shared experiences, or through empathy and mutual understanding, people find themselves connected to one another.  How are new connections made and how is kinship fostered? For some, “kin” extends beyond shared ancestry and family relations to community, environment and society. We invite artists to explore the theme of “kinship” and what it means to be in meaningful connection with the people around us.

Invitation to Artists

This is an excellent opportunity for both mid-career and emerging artists to conceive and showcase their work, creativity, skills, imagination and talent in a public space. Artist’s work will have exposure to thousands of residents and visitors in this high-profile program. The municipality, local media and Oak Bay Tourism will promote this show throughout the year. Related arts events like art walks, paint-ins, concerts and celebrations will be organized (pending public health orders), generating more excitement and building community.

  • Artists based in Western Canada are invited to submit an application for our 2022-2023 outdoor public art program (due to shipping/importing logistics of artwork, we cannot accept sculptures shipped from outside of the region at this time).
  • Work will be displayed for approximately 1 year.
  • Proposals will be reviewed by an artist peer jury.
  • Pending community sponsorships, up to 6 works may be selected and installed in highly visible outdoor locations open to the public.

Financial Support

Successful submissions will be provided with an honorarium of $1,000 and a travel/delivery reimbursement budget of up to $500.

  • The public will be invited to vote on a People's Choice Award. This piece will be among those considered for purchase by the Municipality (for inclusion in Oak Bay's permanent public art collection), up to a fair market value of $18,000, taxes included, pending annual budget approvals. The purchase of artwork is at the discretion of the District of Oak Bay Council and is not guaranteed as part of this public exhibition.
  • Artwork valued over $18,000 will be considered for exhibition and public sale only. 
  • All artwork is available for public purchase.
  • A commission of 10% of the sale of any sculpture while on exhibition will go to the ArtsAlive program to be used for the development of the program.
  • This year only sculptural works will be selected for inclusion in the program.

ArtsAlive 2022/23 Key Dates

  • March 11, 2022 ~ Application deadline
  • March 31, 2022 ~ Successful applicants will be notified by this date.
  • June 6, 2022 ~ New artwork delivered to Oak Bay Public Works Yard.
  • July 11, 2022 ~ Installation of 2022 ArtsAlive artwork complete.
  • August 11, 2022 ~ ArtsAlive opening celebration and bus tour (tentative, pending Public Health Orders).
  • April/May 2023 ~ De-Installation of 2022-2023 ArtsAlive artwork complete.

Jury Process

Submissions will be reviewed by the ArtsAlive jury. Shortlisted entries will be reviewed by Municipal staff to ensure technical feasibility and public safety.  
Incomplete applications will not be considered by the jury.

Jury Criteria

  • Originality and artistic merit.
  • Appropriate to theme, environment, and community. 
  • Quality of previous work (mid-career artists) / quality of the application information (emerging artists)
  • Overall feasibility, appropriate size, practicality, durability in an outdoor setting.
  • Safety and level of maintenance, structural integrity.

5) Signed Art Display Agreement:

The artist agrees that their application accurately reflects the dimensions and appearance of the completed work that will be submitted to ArtsAlive, if accepted. Changing the size and/or appearance of the work in any significant way is not advisable without written permission from the Public Art Jury and Municipal Staff. Oak Bay Parks, Recreation, and Culture reserves the right to disqualify work that does not meet the specifications and descriptions given by the artist on this application.
