Kevin Alexander Murdoch (Board Chair)

Kevin Murdoch has been Chair of the Oak Bay Police Board since 2018 when he was elected as Mayor of Oak Bay. He previously served on the Oak Bay Council since 2011.  Mayor Murdoch is self-employed in Consulting Services – IT Security / Networking, and the Owner / Manager of Fairway Vision Incorporated. Previously, he was a Line of Business Manager – Networks, Security, and IP Communication for Compugen.  Active in his community, Mr. Murdoch is currently Board Chair for the Greater Victoria Labour Relations Association and Alternate Director / Director for the Capital Regional District.  Previously he served as Board Chair for the Greater Victoria Public Library.

 

Heather Cochran

Heather Cochran was appointed to the Oak Bay Police Board in 2022. She is currently a lawyer with the British Columbia Ministry of Attorney General. Prior to joining the Attorney General, she worked with the Office of the Ombudsperson, practiced at a leading Vancouver litigation firm, and clerked at the Supreme Court of Canada. Heather has served on the Oak Bay Heritage Commission and is a director of the Community Association of Oak Bay. She holds a BA (Political Science) from the University of Victoria and a JD from the University of Toronto, Faculty of Law.

 

Christine Hall

Dr. Christine Hall is the Deputy Registrar of Quality Assurance and Accreditation, for the College of Physicians and Surgeons of BC. She recently retired from clinical medicine after 23 years as an Emergency Medicine physician and more than 10 years in health care administration at Island Health. She also has an MSc in Clinical Epidemiology with a specific research interest in police use of force as well as Hyperactive Delirium with Severe Agitation. She is honored to serve on the Oak Bay Police Board – to actively contribute to the health and safety of communities and those who serve them.

 

Lawrence Lewis

Lawrence Lewis was appointed to the Oak Bay Police Board in 2022. He is a member of the We Wai Kai Nation (Cape Mudge) and presently resides in Victoria with his wife of 23 years and 2 children – both adopted from China (Kate and Alex). Lawrence currently leads the largest First Nation FinTech, Elections and Digital Services company in Canada. OneFeather is leading technology development intended to redefine the modern Indigenous experience through innovation and technology.

 

Wendy Maxine Zink

Wendy Zink was appointed to the Oak Bay Police board in 2018. She is an experienced community planner with expertise in social planning and housing development. Ms Zink has been an active community volunteer in Victoria including the YMCA-YWCA (nationally and locally), Our Place Society and the Salish Sea Housing Society. She currently is the Secretary of the Victoria Airport Authority Board and chairs its Governance Committee.

Mandate/Terms of Reference

Pursuant to the British Columbia Police Act, the Police Board is mandated to provide civilian oversight to the Police Department.  The Board develops the annual budget, appoints the Chief Constable and is responsible for the establishment of standards, guidelines and policies for the administration of the Department.  The Board also deals with public complaints and internal labour relations issues.

Public appointments to the Board are limited to a maximum term of 6 years, and appointees require a balance of financial, labour relations, legal and general management expertise, along with well-developed analytical skills and judgment.
