Underground Utilities Engineer
Regular Full-Time ($56.33/hour - $62.50/hour – 2024 Rates)

Are you an experienced civil or mechanical engineer ready to take a lead role in shaping how a municipality delivers underground utility projects? The District of Oak Bay is seeking an Underground Utilities Engineer to lead in-house utility designs along with the development, implementation, and continual improvement of technical standards, specifications, and guidelines. This is not just a design position, it’s a rare opportunity to be the Engineer of Record for in-house underground utility designs, to shape and enforce quality management processes, and lead technical reviews to safeguard compliance with the Professional Governance Act.

This new role will also support the development of professional engineering specifications and standards contributing to the District’s critical water, storm, and sanitary infrastructure – ensuring that both Public Works delivered projects and consulting engineer-led capital projects consistently meet regulated professional standards that align with regional best practices.

You will play a central role in bridging operational realities with engineering best practice, ensuring District projects are supported through consistent, high-quality standards that will guide the District’s sustainable infrastructure replacement programs. Through proactive engagement with municipal and regional partners, you will help support Oak Bay’s mission toward responsible infrastructure stewardship.

Reporting to the Manager of Engineering Capital Projects, you will guide a technical team in preparing designs, technical specifications, and construction details for District delivered projects. You will also conduct and coordinate technical reviews of consultant submissions, ensuring conformance with applicable standards and District’s operational and functional requirements. This role demands firm commitment, and a hands-on approach to both the creation and implementation of technical requirements. The exercise of considerable independent judgement is required within the bounds of approved budgets and departmental priorities.

Our ideal candidate has a Bachelor of Applied Science in Civil Engineering from an accredited university, a minimum of 6 years of Applied Professional Engineering experience in civil or mechanical fields including application in underground utilities and civil infrastructure, professional experience delivering detailed design of municipal underground utilities and the preparation of tendered technical specifications, including pressurized water mains, low pressure sewage systems, sanitary lift stations, pump stations, flow control systems, and related maintenance and asset management, registration as a P. Eng. (or E.I.T. with equivalent professional experience) in good standing with Engineers and Geoscientists BC (EGBG), and possession of a valid BC Class 5 Driver’s license with use of a personal vehicle, as and when needed, are all requirements of the role. Master Municipal Construction Document (MMCD) Contract Administration Certification and Project Management Professional (PMP) Certification are also considered assets. This position is represented by CUPE Local 374.
