DESCRIPTION:Juno Award-winning guitarist\, producer and songwriter Steve Dawson will be making a quick swing through the west coast of Canada in April 2025 and will have legendary sideman Fats Kaplin in tow from Nashville. Steve’s unique voice on slide and lap steel guitar is front and centre\, while the two musicians improvise and play off each other as they have done in their frequent work together. Steve’s original songs and fiery slide guitar playing are the focus\, along with the duo’s unique take on blues\, Hawaiian\, and ragtime music that both musicians love to play. While Steve is well-known to Canadian audiences in his frequent visits back to Canada\, Fats Kaplin is sure to be an exciting new find to many. Fats has spent a great deal of time on the road with artists like Jack White\, John Prine\, Mitski\, Beck\, Tom Russell\, The Dead Reckoners\, and Buddy Miller to name just a few. His facility on the fiddle\, mandolin\, banjo\, oud\, accordion\, and whatever he can lay his hands on makes him one of the most in-demand side-players in modern music. It’s rare for these 2 musicians to find a week where they are both available to tour together\, but find it they have\, and they look forward to sharing an exciting night of music with audiences in BC. \nOver the past two decades\, Steve Dawson has become such an indelible fixture on the Canadian musical landscape that it’s tempting to take him for granted. The music that flows out of him is so natural and authentic that it’s possible to forget all of the toil that went into producing it.  Behind the seemingly endless stream of award winning musical output (he has produced and/or played on more than 200 albums since the turn of the millennium\, 7 of which have won Juno Awards)\, is one of the hardest working musicians this country has ever produced. Discover her styles\, colours and textures. \nSophia Shafonsky: Sophia is a multimedia artist who works primarily in handmade ceramic sculptures and oil painting inspired by Vancouver Island nature.  Her work explores colours and textures creating a unique vision of our west coast botanical and marine life. \nKim Van Weelden:  Kim’s unique and vibrant floral cards (and other images) make great gifts for Easter\, and to celebrate the arrival of spring! \nHeather Midori Yamada: Heather Midori Yamada shows watercolour florals\, abstracts on Japanese washi papers.  Heather’s con-templative approaches to art-making including meditations\, reflect the spontaneous gestures and use of sumi inks with collage. \nRoy Mercer: Roy has many different styles and application but primarily watercolour is his preferred medium. His subject matter is mainly landscapes\, people and animals. He uses humour in many of his captions. \nPrivate Art Studios\nEd Hughes: Ed Hughes is a figurative and landscape painter whose work ranges from crisp representation to full abstraction. Ed has exhibited across Canada and was a Salt Spring National Art prize finalist in 2021. \nLindy Michie: Lindy paints things that make her happy. Colour is always of upmost importance. Her favourite medium is acrylic. She uses Procreate on her ipad to create work when traveling. \nMarie-Andrée Allison: Marie-Andrée is a multi-media artist with expertise in the techniques of iconography\, Fresco bueno and Byzantine style mosaic. She welcomes you and hopes to demonstrate some of the techniques she practices. \nPenny Hobson-Underwood: Penny makes art using acrylic\, oil and drawing materials\, to capture the diversity and vitality of life. She is drawn to movement\, spontaneity\, and beautiful moments whatever is going on. \nFlo-Elle Watson: Flo-Elle is a thrift shopper\, buying white porcelain that she draws and paints on with an underglaze paint. These upcycled and artified pieces are fired in her kiln making them oven microwave foodsafe. A treasured piece of art. \nDonna Ion: Donna paints in small and large format. Her work celebrates our beautiful west coast forest in her unique style. Original works and greeting cards. \nMichelle Sirois Silver: Michelle is a textile artist who creates hand hooked art and soft sculptures. Her tactile works are inspired by vivid colour exploration and repurposing materials. \nPam Stonehouse: Nature photography\, Pam explores trees\, water\, flowers\, animals and the unexpected by foot\, bike\, and canoe. Cards\, prints\, canvas and metal. \nVictor Lotto: Victor is an award-winning artist who paints local scenes in watercolour and acrylic. This three-day event will commemorate the 100th anniversary of the Cougars’ legendary championship win. \nIn partnership with the District of Oak Bay\, the majority of the festivities will be held at the Oak Bay Recreation Centre. \nAttention Oak Bay Recreation Centre Patrons: Please be aware that there will be no parking at Oak Bay Recreation Centre from March 28-31. \nEvent Information \n\nHistorical Information about the Victoria Cougars\nIn 1925\, the Western Canada Hockey League’s Victoria Cougars faced the National Hockey League’s Montreal Canadiens in a four-game series. \nVictoria won its first game at Patrick Arena\, which used to exist on the corner of Cadboro Bay Road and Epworth Street in Oak Bay. Montreal tied the series at Vancouver’s Denman Arena but the Cougars prevailed in games three and four at home in Oak Bay. \nA Historic Win\nThe BC Hall of Fame website notes that the 1924-25 Victoria Cougars were the second B.C. team to capture hockey’s most coveted championship chalice\, a decade after the Vancouver Millionaires won the first. The Cougars were also the last non-NHL team to win it. Brought together by their love of traditional Irish Music\, this group has brought Celtic folk and Celtic-inspired original music to the coast of B.C. for well over a decade. The trio draws inspiration from such groups as Dervish\, The Bothy Band\, The Pogues\, The Chieftains\, Great Big Sea\, The Irish Rovers\, and others. The talented members include the magical Tasia MacKay (Irish flute and whistles\, 5 string banjo\, vocals)\, the accomplished Jeremy Walsh (guitar\, vocals) and the foot-stomping Andrew Morris MacKay (bodhran\, spoons\, vocals). \nQ. Brooke Bachand (they/them)\, winner of two Irish Music Awards\, is a consummate performer who is clearly at ease on stage. Known for their powerful fiddle\, captivating vocals and their contagious energy\, their love of Folk and Celtic music is always at the forefront as they thrill audiences with energetic and spirited performances that showcase their fiddle & vocal talents as well as their love of story-sharing. \nOnce a teen fiddle star \, Q has blossomed & grown into their (non-binary) gender identity and life’s purpose & are singing rebel ballads and folk songs (a capella & self-accompanied)\, interspersed with rip-roaring fiddle tunes to help heal the soul. and\nanticipated number of participants and spectators; and\nnotification plan for residents and businesses that abut to the immediate closure; and\nlisting of requested municipal resources at time of application i.e. police or fire party day visit\, request for use of traffic cones\, etc. The Municipality may not be able to accommodate all requests for service or assistance\, sufficient notice will always be provided. However\, please be aware that barricades to facilitate the closure of the requested roadways are included with the approval of the Block Party\, and will be delivered to the home of the Block Party Liaison (or on-site contact) in advance of the closure date. \n\nGeneral Conditions and Limitations for Approval \n\nThe Block Party Liaison shall not use the site or route for any other purpose than that stated in the agreement with the District of Oak Bay.\nThe Block Party Liaison is responsible for insuring the permitted area is appropriate for the activity.\nThe Block Party Liaison is responsible for returning the site and/or any municipal equipment to its original clean\, litter-free (removing all litter from site) condition following the event.\nThe Block Party Liaison shall be liable for any damage done to the site or route or municipal equipment during the event.\nThe Block Party Liaison may be billed for any subsequent cost incurred by the Municipality.\nNothing can be fastened to\, hung from or placed in trees\, planters or other municipal property without specific permission\, including posters advertising the event.\nAs applicable\, additional conditions may be required to be met.\nThe sale of goods and refreshments may not be done on Municipal owned property including sidewalk\, boulevard\, and roadway.\nThe collection of an admission fee\, must be pre-approved with profits to a charitable organization.\nThe operation of a concession\, must be pre-approved\, with sales of goods to occur not on Municipal owned property including sidewalk\, boulevard and roadway.\nThe operation of a public address system\, must be pre-approved.\nThe operation of amplified music must be done in consideration of surrounding neighbours and in compliance with the Anti-Noise Bylaw.\nThe dispensing\, sale/purchase\, or consumption of alcohol for any and all Block Party applications are NOT PERMITTED on Municipal owned property including sidewalk\, boulevard and roadway. \nThe erection of: Structures\, Fences\, Poles\, Tents\, Stages\, Bleachers\, Portable toilets\, pre-approval required.\nAir Inflatable Play Devices for any and all Block Party Applications\, are NOT PERMITTED on Municipal owned property including sidewalk\, boulevard and roadway.\n\n*Special regulations may apply for the above. Please provide details on the application form. \nDesignated Block Party On-Site Contact\nOrganizers must designate a named on-site contact person with authority to ensure compliance with agreement and to make decisions on behalf of the for Block Party Liaison the duration of the event including the clean up and set up time. Contact information for the on-site contact must be provided in the application and they must be available via cell phone at all times during the event. It is required that the agreement with the District of Oak Bay be on-site\, available and presented upon request. \nCancellation\nThe District of Oak Bay retains the right to cancel the event up to and including the day of the event\, or at any time during the event in an emergency or if the applicant does not adhere to this or any other related permit conditions\, or if the Chief Constable or his designate apprehends that the Event is creating an undue nuisance or a hazard to the safety of any person or the public at large. Permits and Permissions will be revoked without payment of any compensation in the event of a breach of any laws\, by-laws\, or conditions set up herein or in force. The Parks Department can be reached by telephone at 250-592-7275 or in person at 1771 Elgin Road. \nHowever\, if your event extends past the confines of designated park land\, there are additional circumstances that you should be aware of. Events that take place in both park land and on Municipal property (i.e. solitary use of parking lot\, reserved parking stalls\, reserved roadway\, or other municipal land) will require both a Special Event Permit and a Parks Permit in order to proceed. In these special cases please submit the Special Event Application\, with supporting documents directly to the Administration Secretary\, who will then proceed with the immediate notification of the Parks Department for review and approval of said request in collaboration with the Special Event permit. \nThe Application process begins with you submitting to the District of Oak Bay a completed Special Event Application form. Please keep in mind that acceptance of your application should in no way be construed as final approval or confirmation of your request. The necessary public property occupancy agreement will be prepared for signature and must be returned with the required indemnity insurance in order for the event to proceed\, if applicable for event type. \nIf\, as part of your application\, you are required to contact other municipal departments you will be notified as soon as possible. \nThe application must include: \noverview description of the event\, including whether the event is or is not-for-profit; and\norganizer contact information\, also known as the Special Event Liaison; and\ncontact information of on-site designated contact; and\nevent details such as location\, date\, time\, schedules; and\nclearly presented site plan\, sketch and/or route map; and\nproof of liability insurance of $3\,000\,000 (to be provided upon receipt of approval of your event\, and to be submitted with your signed Public Occupancy Agreement); and\nanticipated number of participants\, volunteers\, staff and spectators; and\nnotification plan for residents/businesses\, if applicable for event type; and\nDraft of notification for residents/businesses for District approval\, if applicable for event type; and\na traffic control safety plan for approval\, including marshalling information for street occupancy (if applicable)\, including any and all requests for changes or amendments to past year submissions for annual events; and\nanticipated requirements of municipal resources/services i.e. police\, fire\, public works (if applicable); and\ndraft of signage for display for road closures for District approval\, if applicable; and\nSome events require Council approval\, and you will be notified should the event proceed to a Council meeting;\nGeneral Conditions\nThe organizer shall not use the site or route for any other purpose than that stated in the agreement with the District of Oak Bay.\nThe organizer is responsible for insuring the permitted area is appropriate for the activity.\nThe organizer shall be responsible for returning the site\, route and/or any municipal equipment to its original clean\, litter-free (removing all litter from site) condition following the event.\nThe organizer shall be liable for any damage done to the site or route or municipal equipment during the event.\nThe organizer may be billed for any subsequent cost incurred by the Municipality.\nNothing can be fastened to\, hung from or placed in trees\, planters or other municipal property without specific permission\, including posters advertising the event.\nOrganizers should consider traffic impact\, an alternative transportation plan\, parking\, disabled access\, adequate personnel on site\, noise levels\, sale or handouts of food\, beverages and merchandise\, access to water or power.\nAs applicable\, additional conditions may be required to be met.\nLimitations\nThe sale of goods and refreshments\, require advanced permission limitations apply.\nThe collection of an admission fee\, require advanced permission limitations apply.\nThe operation of a concession\, require advanced permission limitations apply.\nThe operation of a public address system\, require advanced permission limitations apply.\nThe operation of amplified music\, require advanced permission limitations apply.\nThe dispensing\, sale/purchase\, or consumption of alcohol\, require advanced permission strict limitations apply.\nThe installation of electricity\, require advanced permission.\nThe use of fire or fireworks\, require advanced permission strict limitations apply.\nThe erection of: Structures\, Fences\, Poles\, Tents\, Stages\, Bleachers\, Portable toilets\, require advance permission.\nSignage\, banners or advertisements\, require advance permission limitations apply.\nVehicles being driven onto grassed areas\, restricted access\, or service roads at any time\, require advanced permission limitations apply.\nWaste management\, require advanced permission.\nAir Inflatable Play Devices\, require advanced permission safety\, event type and space contingent.\n*Special regulations may apply for the above. Please provide details on the application form. \nPublic Property Occupancy Agreement\nSome types of events will require the event organizer to enter into an agreement with the District of Oak Bay laying out terms and conditions of approval. This agreement\, if necessary\, will be provided once approval in principle has been given. \nDesignated On-Site Contact\nOrganizers must designate a named on-site public contact person with authority to ensure compliance with agreement and to make decisions on behalf of the organizer for the duration of the event including the clean up and set up time. Contact information for the on-site contact person must be provided in the application and they must be available via cell phone at all times during the event. It is required that the agreement with the District of Oak Bay be on-site\, available and presented upon request. \nCancellation\nThe District of Oak Bay retains the right to cancel the event up to and including the day of the event\, or at any time during the event in an emergency or if the applicant does not adhere to this or any other related permit conditions\, or if the Chief Constable or his designate apprehends that the Event is creating an undue nuisance or a hazard to the safety of any person or the public at large. Permits will be revoked without payment of any compensation in the event of a breach of any laws\, by-laws\, or conditions set up herein or in force. Non-compliance may result in additional charges.

DESCRIPTION:Masters of their trade\, The Lonesome Ace Stringband bring grit\, skill and abandon to Americana music\, bridging old-time\, bluegrass and folk traditions into a seamless hybrid of original material that is at once fresh and timeless. \nThe trio’s sound is anchored in the fiddle and clawhammer banjo of John Showman and Chris Coole. They are joined by a rotating cast of extraordinary upright bassists (including founding member Max Malone\, James Mceleney\, and Lotus Wight). The band moves freely between a sound so commanding it doesn’t seem like it should be coming from a stringband\, to a sparse fragility that draws the listener closer.  Whether singing about climate change\, modern love\, BBQ techniques or life’s inevitable existential crises\, the band cuts to the core. They can also turn and churn out a tune with so much verve that it will make your heart spin and set the dance floor swirling. \nThere’s a reason why they are a smokin’ hot outfit – they’ve put in their time. In 2007\, Lonesome Ace Stringband took up residency in Toronto’s legendary Dakota Tavern\, routinely playing 10 sets of music every weekend. They went on to spend seven years as the house band before ever taking the show on the road or recording a note. Those years of musical percolation honed them into a group that thinks and plays as one – something that comes from clocking thousands of on-stage hours together.  Outside of their trio work\, each musician is a veteran of the Canadian music scene\, sought after for teaching camps\, recording sessions and touring with some of the best artists in North America. \nThe band’s recording journey mirrors the arc of their on-stage evolution.  Their early catalogue is anchored in inventive and engaging versions of  traditional repertoire punctuated by original compositions.  Now with more than a decade of group music-making under their belts\, they’re releasing their fifth album\, a feisty and mighty collection of all-original material titled ‘Try To Make It Fly’ (October 13\, 2023). DESCRIPTION:he annual Oak Bay Collector Car Festival returns on July 21\, 2024. Historically\, this event attracts rare and unique cars\, and is one of the most popular vehicles displays on the Island event calendar. \nCollector car owners and enthusiasts of all makes and vintages are invited to bring their cars to Oak Bay Avenue to be enjoyed by visitors and locals alike. Cars are placed in sections along 5 blocks of Oak Bay Avenue\, Monterey to Mitchell Street plus a portion of Hampshire Rd. \nMany of the local restaurants and businesses will be open especially for the event. There will also be a BBQ put on by the St. Patrick’s Church\, as well as a number of food trucks to choose from in the parking lot behind the municipal hall. There will be ribbons awarded in a variety of categories\, and great entertainment as well. \nThis is a non-profit community event for everyone to enjoy seeing and talking to owners of a diverse collection of locally owned cars.
