A legacy from Oak Bay’s Centennial, Windsor Pavilion was completely rebuilt in 2006 on the site of the original building. This new facility houses a children’s program room, a main hall, and change rooms on the first floor. The bright multi-purpose rooms on the second floor can be divided into four meeting rooms by means of movable walls or used as two larger rooms. In addition to municipal recreation programming, the facility is available for rentals by community sports and cultural groups and also for private functions.
Windsor Pavilion is surrounded with an active multi-sport and recreational park where children and adults enjoy the benefits of sport competition for a range of activities including soccer, rugby, cricket, field hockey, tennis, baseball, and softball with safe, well-maintained fields and amenities. The park also provides picnic areas, a playground and the Rose and Scented Gardens.
Dogs are not allowed in the Rose Garden, children’s play area, or in the Windsor Pavilion at any time.
Meeting Rooms
Located on the second floor of the Windsor Pavilion, these beautiful and spacious rooms can be divided into four meeting rooms by means of movable walls or used as two larger rooms.
There is also the Rotary Hall room located on the main floor.
These rooms are available for rent and are perfect for community sport functions, meetings, private functions and much more.

Rotary Hall
The Rotary Hall is located on the main floor of the Windsor Pavilion. The room is available for meetings and gatherings such as potlucks. The hall has a maximum capacity of 50 people. The hall features theatre-style seating. With a table setup, the capacity may be increased up to 75 people. The room can be used in conjunction with a field rental.

Sports Fields
There are a variety of sports fields and courts available for baseball, basketball, cricket, rugby and soccer. Organized field use is by permit system. For more information, please see the Park and Field Bookings. Casual, non-organized use of these areas is allowed during times that they are not used by permit holders or closed off for maintenance.

Current Field Report
Tennis Courts (Outdoor)
Voted numerous years as the number one spot to play tennis, Recreation Oak Bay provides several court options across Oak Bay, including indoor courts and outdoor courts with lighting.
Three outdoor hard tennis courts are located beside the playground area adjacent to Windsor Pavilion at 2451 Windsor Road. The courts are on a first-come, first-served basis and players must abide by the rules of play.
